CAPO’S ANNOUNCEMENT OF 3/04/2014
3 April At 13:00 hrs.,the Center for the Administration of Peace and Order (CAPO) informed the press on the outcome of the meeting of the CAPO earlier in the day, gist as follows:
1. Following the Constitution Court's rejection to consider a petition filed by Pol Cap. Chalerm Yubamrung, the director of the CAPO, on whether protests by the People's Democratic Reform Committee (PDRC) are crimes against the state and attempt to overthrow the democratic regime, the CAPO wished to stress 7 points of the explanation on its complain. The explanations include 1) an attempt to overthrow the goverment, reform the public administration and to form the people council and the people court; 2) traffic blockage; 3) blockage of public areas; 4) obstruction of the election; 5) shutdown Bangkok
area; 6) violation of the emergency decree; 7) the use of force and arms to attack other individuals
The CAPO wished to inform its disagreement and sadness with the Constitutional Court's decision. The evidences have been clear that the PDRC have violated the basis of peaceful assembly. Given that, the CAPO still pursues its duty to the best of its ability and bring those who violated the law to justice. The CAPO wished to stress its concern on a possible major demonstration of both the PRDC and the United Front for Democracy against Dictatorship (UDD) on April 5. The CAPO urged all parties to avoid any possible confrontation. The center has assigned Deputy Police Chief Pol Gen Worapong Chewpreecha to prepare joint security measures for this demonstration.
The CAPO wished to condemn the PDRC leaders who instigated the public to revenge the UDD protesters during upcoming major gathering on April 5. This attempt to use force and instigate people to fight against each other are unlawful.
2. Following the case against Mr. Suthep Thaugsuban, and 58 leaders of the People's Democratic Reform Committee (PDRC) who have violated the law and caused difficulties for the public by instigating the protesters, the CAPO wished to inform that so far 6 individuals have met with special investigators, to hear their charges against them. The CAPO have urged relevant parties to proceed with the cases base on fair manners. The CAPO also hoped that the remaining PDRC leaders who faced the charges could present themselves to investigation officers before the deadline. Otherwise, the cases will be presented to Attorney General for further criminal court proceeding.
